Self-prohibition

Within the framework of their respective competences, both the State and the Autonomic Communities have proceeded to regulate the registers of prohibited persons.

Registration in a register of banned persons prevents the registered person from participating in games for which the competent Public Administration has determined the need to carry out prior identification of the player in order to make effective the right of citizens to be banned from participating in gambling activities.

In the event that the registration is made in the Registry of Interdictions of the DGOJ, the prohibition will affect online gambling and, to the extent that its regulatory rules so establish, games of a reserved nature (lotteries) that are carried out in person, and this prohibition may be effectively applied at the time of payment of the prizes. Likewise, this information is communicated to the Autonomic Communities so that it is included in the procedures enabled by each one of them to avoid access to those games where the respective autonomic regulations determine the need to verify the inexistence of registration. Similarly, the request for cancellation of the aforementioned registrations, which may only be made through the Registry of Interdictions of the DGOJ, will be communicated to the Autonomic Communities with the aim of proceeding to take it into account when enabling the interested party to access the game where the respective autonomic regulations determine the need to verify the non-existence of registration.

On the other hand, and except in the case of the Junta de Comunidades de Castilla la Mancha, applications for registration or cancellation in the corresponding Autonomic Register of Prohibited Persons made directly in the corresponding Autonomic Community through the means enabled for this purpose, will only have effect within the territorial area of competence of the Autonomous Community on which it depends. In the case of the Junta de Comunidades de Castilla la Mancha, the signing of an agreement for the automated interconnection of the registers of prohibition of access to gambling (register of prohibited persons) between the DGOJ and the aforementioned regional regulator means that both registers are functionally constituted as a single register, reinforcing the protection of the most vulnerable groups in relation to gambling.

On the other hand, each regional public administration, with the exception mentioned above, has determined a specific configuration for its register of prohibited persons, establishing the parameters considered most appropriate for achieving more effective protection of players. In the case of the Junta de Comunidades de Castilla la Mancha, the configuration of its register of prohibited persons coincides with that determined for the RGIAJ of the DGOJ.

In order to provide citizens and public administrations in general with complete and detailed information on the main data in the registers of prohibited persons (national and regional), so that they can have an exact view of what they are, their characteristics, its mission and the rights and obligations derived from the registration in the state or autonomous community or city register can consult the search engine that collects information on all the attributes that determine the configuration of each of the registers of prohibited persons, both state and autonomous community, the latter according to data provided to the DGOJ by each Autonomous Community.

How do I register?

In the event that you wish to request that you be prevented from playing those games in which the legislation requires prior identification of the participant (online games and those face-to-face games where each Autonomous Community determines that prior identification of the participant is necessary in order to verify that he or she is not registered in the corresponding register of prohibited games), you may request registration in the file of game access prohibitions of this Directorate General in the following ways

o In person: by presenting the RGIAJ form in any of the registers provided for in Article 16.4 of Law 39/2015 (electronic registers of the Public Administrations, post offices, diplomatic representations or consular offices of Spain abroad, assistance offices in matters of registers or any other that is provided for in the special regulations). It is essential that the date of receipt appears on the application for presentation at the corresponding public body, or at the admission, reception or identification services of the users of the gaming establishments and at the police stations of the National Police.

§ Further information on the registration of applications

o By Internet: at the electronic headquarters of the Directorate General for Gaming (electronic certificate required).

o You can also send the application once it has been completed using the mobile app "DNIe autoprohibidos". At the moment, this app is only available for Android devices and to use it, in addition to having an eID 3.0, your mobile device must have an NFC connection.

How long is the registration period?

The registration will be for an indefinite period of time, although you can request its cancellation after 6 months from the date of registration.

Of the registrations in the RGIAJ, the Autonomous Regions will be notified for the inscription in their respective registers of prohibited items in accordance with the provisions of their regulations.

Application for a certificate of status in the Register of Prohibited Persons

Remember that you can request a state certificate from the RGIAJ through the electronic headquarters of the General Directorate of Gaming. In the case that you have a digital certificate, the certificate will be provided to you instantly. Otherwise, you must print the application and submit it to any registration office.
